Validate Agent

POST /agents/{agent_id}/validate

The same validator, without saving. 200 with valid: false rather than a 422: the caller asked whether it is valid, and an error status would make a perfectly successful question look like a failed request.

Role floor

Requires member or above. The floor is a minimum, not a grant: scope filtering still applies on top of it, and a resource in another tenant answers 404 rather than 403.
