List Knowledge Grants

GET /knowledge-grants

Who may read or write which base (annex 10 §4).

admin, like the two writes beside it, and for the same reason the rest of this file is: a grant list is the access-control configuration of the memory system, and reading which agents can reach which knowledge is itself the sensitive part.

Role floor

Requires admin or above. The floor is a minimum, not a grant: scope filtering still applies on top of it, and a resource in another tenant answers 404 rather than 403.
