Resume Run

POST /runs/{run_id}/resume

The contract must match the suspension’s, and delegation refuses a human (RULE SU-3).

A bare {"contract": "answer"} with no value is legal: approving with nothing to say must not require inventing a payload (annex 02 §4.1 obligation 3).

Role floor

Requires member or above. The floor is a minimum, not a grant: scope filtering still applies on top of it, and a resource in another tenant answers 404 rather than 403.
