Put Consolidation Config

PUT /knowledge-bases/{kb_id}/consolidation

Replace it. §9.1’s document is replaced whole, never merged field by field.

Whole, because the stage table and the threshold band are not independent settings: a merge that accepted {"stages": {"relate": true}} would turn on a stage whose relate_low/relate_high band the same request never mentioned, and the pass would run with half of one intention.

Role floor

Requires admin or above. The floor is a minimum, not a grant: scope filtering still applies on top of it, and a resource in another tenant answers 404 rather than 403.
