PUT /budgets/{workspace_id}

Create or replace the ceiling for one (workspace, period).

Invalidating the cache is the service’s job and it does it on the way out (§6.3): a limit that just changed must not be judged for another minute against a decision cached under the old one.

Role floor

Requires admin or above. The floor is a minimum, not a grant: scope filtering still applies on top of it, and a resource in another tenant answers 404 rather than 403.
