Create Workspace

POST /workspaces

organization_id in the body is advisory: only an operator may name another tenant, and anyone else naming one is refused rather than silently redirected (I-22).

Role floor

Requires owner or above. The floor is a minimum, not a grant: scope filtering still applies on top of it, and a resource in another tenant answers 404 rather than 403.
