List Consolidation Runs

GET /consolidation-runs

Every maintenance pass, with the work census that gated it.

work_before and work_after are on the listing on purpose: I-24 makes a converged base free to maintain, and “that pass cost nothing because there was nothing to do” is only distinguishable from “that pass did nothing” if both censuses are in front of you.

Role floor

Requires member or above. The floor is a minimum, not a grant: scope filtering still applies on top of it, and a resource in another tenant answers 404 rather than 403.
