GET /repo-installations

The installations routing into the caller’s scope; the unmapped ones for an operator.

next_cursor is always null here and that is a property of the table, not an omission: repo_installation’s primary key is the host’s own installation_id and the cursor grammar is keyed on (created_at, id). total is real, and offset pages it.

Role floor

Requires admin or above. The floor is a minimum, not a grant: scope filtering still applies on top of it, and a resource in another tenant answers 404 rather than 403.
